Colorado's Community Solar Gardens Act (2010) was one of the first community solar laws in the country. Xcel Energy's Renewable Connect program allows residential and commercial customers to subscribe to shares of community solar farms and receive monthly bill credits. Projects are capped at 10 MW. Xcel is the largest utility provider and offers the most accessible program; rural electric cooperatives and municipal utilities have limited or no community solar options.
